A lot of mapping work can be done by tracing spatial information from the computer screen or from paper maps.

Screen Digitizing
Vector data can be added to a spatial database by working on the computer screen to trace spatial information from existing data sources. Orthophotos are the usual data source, but there are lots of ways to use this concept to capitalize on what's already known. This approach to mapping is often referred to as "heads-up" digitizing to distinguish it from tablet digitizing.
