	Ice on the East River, Green Bay Wisconsin, Spring 2007
	East River south of Mason Street, City of Green Bay. As the ice melts in the spring a rapid rise in water level canbreak large pieces free and they float down stream in high volume.
	If there is a bottleneck in the stream, such as here at the Mason Street bridge, ice and other debris can become lodged and form a dam. A heavy rain on June 23, 1990 resulted in an accumulation of debris at this site and caused extensive flooding as far upstream as Green Isle Park. As the watershed is developed and a larger proportion of the land is rendered impermeable by homes, roads, sidewalks, parking lots, etc., the meltwater or precipitation is shunted to the river more quickly, increasing the frequency and severity of floods.
