Certificate of Emergency Management, Planning and Administration
The University of Wisconsin-Green Bay has developed the first Emergency Management certificate program for university undergraduate and graduate credit in the State of Wisconsin. The program is designed to meet the emerging challenges of the modern world. Experts project that emergencies causing catastrophic loss of life, property and resources will occur more frequently in the future. The risk of hazardous events is increasing dramatically as a consequence of our growing ability to alter our environment, technological advances, more numerous and increased severity of weather events, highly sophisticated terrorist networks and mutations of viruses and diseases. As a result of these complicated and challenging emergency events, today's Emergency Managers need to be well educated and informed. There is a move in our country to upgrade the field of Emergency Management. It is the goal of FEMA to have a college credit Emergency Management program in every state. The field of Emergency Management is evolving into a professional area which will require advanced education.
Impacts from a disaster can be lessened when businesses, emergency personal and governments put organized, developed plans in place. Such planning requires skills in budgeting, administration, management and emergency operation procedures.

Courses are taught by knowledgeable professionals in the field as well as by university faculty members.

What is the course delivery option?

How long will it take to complete the certificate?
You will be able to complete the certificate in 2 years.
Admission requirements
Graduate credit can be earned if you are a holder of a baccalaureate degree from an accredited institution. Admission to the University is required for certificate program participants. If you have attended UW-Green Bay, you must reapply unless you have been enrolled during the preceding semester. Course overview
Principles and Practices of Emergency Management
The overall objective of the course is to examine the theories, principles, and practices of emergency management. The philosophy of comprehensive Emergency Management will be discussed with the four attendant steps, which include mitigation, preparedness, response, and recovery. In addition, legal issues involving state and federal law affecting emergency operations will be studied.
Strategic Emergency Preparedness, Planning and Implementation
Strategic planning and budgeting is a very important component in emergency planning and mitigation. Gain knowledge on how to acquire and allocate resources and gain long-term support.
Principles and Practices of Disaster Response Operations and Management
The purpose of this course is to uncover the principles that promote effective disaster response operations in emergency management. Examine the roles and responsibilities of the players in a crisis event. Various problems associated with response operations will be identified such as: inadequate preparedness measurers, safety and site security, politics, communications, coordination and record keeping.
Disaster Recovery
Examine disaster recovery in isolation from and in relation to the preparedness, response and mitigation phases of comprehensive emergency management. Explore the short- and long-term effects of disasters, as well as the process of putting families, businesses and communities back together. The class will also identify the importance of reconstruction, relocation, and regulations in reducing future disaster vulnerability.
Political and Policy Dimensions of Emergency Management
This course considers the political and policy environment in which emergency management is practiced. This course is based squarely within the realm of government
