      The BAS programs, the first of their kind in the UW System, represent the type of collaborative and innovative effort envisioned by the New North. It will have a positive impact on our economy and on the lives of people throughout the region.
      I also would argue that higher education — UW-Green Bay, in particular — will contribute to the job creation that will sustain our economy for years to come. UW-Green Bay’s unique approach to education, which stresses hands-on practical problem solving from multiple perspectives, prepares students for careers and problems we are unaware of today. It is an approach that fosters innovation and an entrepreneurial spirit that will help produce the jobs of tomorrow.

Line for layout purposes only. So where do UW-Green Bay and higher education fit into this picture? The answer, quite simply, is right at the forefront.
      One of the New North’s objectives is to create and fill higher-paying jobs — jobs that support families and fuel economic growth. I can think of no other institutions that will play a greater role in this effort than our colleges and universities. We will help grow the economy at a time when the new jobs will be those based primarily on knowledge.
      And, as many of you know, we have obtained new tools to help us better meet the needs of our region and its citizens.
      Gov. Doyle and the state Legislature had the foresight to support Northeastern Wisconsin’s Growth Agenda, a plan that will enable UW-Green Bay to grow to better serve our region. We would not have gained the political support for this initiative without the advocacy of the community and private-sector leaders who are our partners in the New North.
      The UW Board of Regents and other UW System leaders also have demonstrated their understanding of where we need to go and how to get there. UW System President Kevin Reilly cited the work of the New North at a recent listening session about Advantage Wisconsin, a strategic initiative aimed at invigorating the state’s economy and strengthening its communities. President Reilly said the New North is an excellent example of the type of effort that will lead Wisconsin to success in the 21st century knowledge economy.
      And at a time when Northeastern Wisconsin is lagging behind the state and nation in the percentage of residents with four-year college degrees, the Regents approved new collaborative programs that will help us improve that alarming statistic.
      The Regent-backed Bachelor of Applied Studies (BAS) programs at UW-Green Bay and UW-Oshkosh will make a bachelor’s degree more accessible to Northeastern Wisconsin residents with technical college degrees. BAS students will be able to transfer blocks of technical college credits to UW-Green Bay and then complete additional credits that satisfy the University’s requirements. It takes advantage of a resource that is large and had never been tapped to the fullest: the thousands of residents who hold technical college degrees.
