INTRODUCTION
  The University of Wisconsin-Green Bay made impressive gains on a number of fronts during 2002-03 despite a challenging fiscal environment.
    These gains are reported in bullet points on major institutional achievements. In addition, UW-Green Bay achieved significant success with regard to the institutional goals presented in last year’s annual report.
    Challenges for 2004 and beyond are also addressed. Most of these challenges relate directly to fiscal uncertainty and the need to maintain academic quality and protect core services in the face of increased demand, limited resources, and the need to grow to meet the needs of one of Wisconsin’s major population centers and to sustain the continuing vitality of a region that is and that must continue to be an economically critical component of the State’s well being.
