The iron triangle theory is static in that it has only three actors involved.  It is difficult for "outsiders" to penetrate the the triangle.  Compare that to policy subsystems that have more actors and a more fluid system with actors moving in and out of the subsystem.

While interest groups provide all of these things, information is likely the most important resource.  Congress needs interest groups to help fill the information gap that exists.  Groups need to be up front in their provision of information and not provide false information.  This could cause relationship problems between members of Congress and the groups.  Obviously, the information provided by the groups is going to be biased toward the groups presenting the information.

The Court initially was not supportive of the New Deal programs and ruled in a number of cases (e.g., Carter Coal, Schechter Poultry, others) that Congress delegated authority unconstitutionally.  Remember the Court was very supportive of free economics and little government intrusion.  It was at this time that FDR suggested his "court packing" plan to increase the size of the Supreme Court to 11 justices (giving him two more appointment) so that he could appoint judges that would support the increasing role of the federal government.

As federal funding to state and localities increased, so too did the intertwining of these three levels of government.  In some cases, the federal government could dictate policy through funding.  The primary example being requiring state drinking age to be increased to 21 or risk loosing a percentage of federal highway funds.

(A) through statutory requirements is incorrect.  This is a more recent phenomenon whereby the federal government passes laws that require states to do certain things.
