Essential Job Functions:

Under the general direction of the Vice Chancellor for Business and Finance, the Risk Manager/Contracting Officer will be responsible for the development, analysis, review, and negotiation of institutional contracts and agreements. In addition, this position is responsible for the oversight and direction of the University's Risk Management function including providing recommendations to the Vice Chancellor for Business and Finance and campus senior leadership regarding contractual and risk management-related matters. This position will consult with representatives from a variety of departments and communicate with UW System legal counsel as needed in order to seek advice and resolve issues.

This position includes the following responsibilities related to risk management:

  • Analyze risk associated with special events held on campus, including but not limited to camps and clinics.
  • Develop and maintain the campus loss prevention programs to preserve UW-Green Bay assets, both physical and human, and to identify, evaluate, and control loss exposures.
  • Investigate and resolve property and liability incidents and claims.
  • Oversee the campus worker's compensation claims process.
  • Provide support to the academic departments in their affiliations with student internship facilities to include insurance certification, professional liability insurance, and caregiver background check requirements as required.
  • Manage the driver authorization program and serve as campus liaison with DOA Fleet Anywhere program.
  • Coordinate University participation in required CDL drug/alcohol testing pool.

This position includes the following responsibilities related to contract development and review:

  • Award, administer, and sign contracts as delegated and authorized by the Vice Chancellor for Business and Finance.
  • Develop and maintain knowledge of various departments/units functions to be able to recommend a course of action when entering into contracts or agreements.
  • Assist with dispute resolutions between UW-Green Bay departments and external agencies.
  • On behalf of UW-Green Bay academic departments, develop and recommend contract language and terms for agreements or contracts that are in compliance with applicable state and federal laws and regulations along with UW System and UW-Green Bay policy and procedures.
  • Develop and maintain working relationships with outside agencies and individuals entering into UW-Green Bay contracts and agreements.
  • Design and develop an electronic contracts and agreements information program that provides remote accessibility by campus senior leadership and ensure secure controlled access.
Qualifications:

Minimum Qualifications:

  • Bachelor's degree in business or related field at time of application
  • Three years professional work experience in contracting and/or risk management
  • Effective listening, verbal, and written communications skills
  • Excellent interpersonal skills, including the ability to work effectively with a diverse population
  • Excellent problem solving, attention to detail and decision-making ability
  • Ability to prioritize and effectively manage multiple projects under competing deadlines

Preferred Qualifications:

  • Experience working at an institution of higher education
  • Experience in review of legal documents and/or legal background. Juris Doctor (J.D.) degree desirable
Conditions of Appointment:

Position is a full-time academic staff appointment. Official transcripts of the highest degree achieved will be required of finalist(s). A criminal conviction investigation will be conducted on the finalist(s). Special Conditions of Appointment: This position may require some travel, including overnight.
Salary:

Salary Range of $60,000-$75,000; the UW System provides an excellent benefits package including participation in the Wisconsin State retirement plan. (Total Compensation Estimator).
