For the TI-86:

Put in the seed, hit sto> then 2nd function math then F2 for prob then F4 for rand then hit ENTER

hit F5 for randInt and put in your starting value, followed by a comma, followed by your ending value, followed by the close parenthesis key. Keep hitting enter until you have the required number of integers.
