Description:  This training is an overview of topics forming the foundation for the provision of professional and ethical child welfare services. Participants will explore fundamental values of social work and the unique ethical challenges of applying them in the field of child welfare which often requires working with families who do not come voluntarily to the public agency, and where the agency must assure that a child's need for safety is met. Forming healthy professional boundaries for child welfare workers is also discussed.

NOTE: This training is designed to meet the requirement for four hours of training in the subject area of social work ethics and boundaries, required by the State of Wisconsin Department of Regulation and Licensing. "Ethics and Boundaries" training offered each two years by NEW Partnership builds on the basic knowledge of this training.

Course Objectives:

. To understand the ethical framework that underlies family-focused child welfare practice, including high standards of personal conduct, integrity, impartiality, respect, support of client self-determination, and the presence of limits to the client's right to confidentiality.

. To understand social work values and principles in child welfare practice, including respect for the family's cultural identity and each family's uniqueness, strengths, and capacity for self-determination.

. To understand the dynamics of helping relationships, the importance of setting appropriate boundaries, and the need to avoid dual relationships with clients.

. To understand the concept of cultural competence, and how personal biases, cultural and ethnic differences may affect the delivery of child welfare services.

. To understand the concept of use of authority, when necessary, to simultaneously protect the children and engage or empower the family in the intervention process.

. To understand the mandates of MPSW 20, the guiding principals of the NASW Code of Ethics, and standards of practice in the provision of family-focused child welfare services.

Target audience: This training is intended for new staff with under one year of experience, or for child welfare professionals who, with their supervisors, have determined that this course meets their specific training needs.
