PROGRAM
Creative Budgeting Ideas is a series of topics that will give you a multitude of information and knowledge on how to save money for your municipality. This exciting assortment of presentations will begin by giving you the facts and figures on the state of Wisconsin’s economy. This will set the stage for the rest of the day and the final wrap up discussion of how other communities are managing their short falls. The agenda for the day is:
9:00-10:15: State of the Economy: John Koskinen, Chief Economist for the State of Wisconsin, will give an overview of the economic condition of the State of Wisconsin.
10:15-10:30: Break
10:30-11:45: How to Build Banking Relations: Steve Malone, CEO and President of Benton State Bank, will cover: how to negotiate lower bank service fees; what services can the bank provide to help you (online banking, check imaging, etc); how to get a better rate on your investments; how banks determine your interest rate; short term borrowing; and how to negotiate the best rate.
11:45-12:30: Lunch
12:30-1:45: Managing Impact Fees: Christy Cramer, Senior Economic Consultant for MunicipalEconomics & Planning,will lead a discussion on how impact fees offer a significant source of revenue for capital projects, but recent changes to Wisconsin impact fee law make careful management more important than ever. This session will provide practical advice and hands-on examples for when to use impact fees and how to manage impact fee revenues. Topics include: advantages and disadvantages of impact fees; what impact fees can and cannot be used for; procedural requirements under Wis. Stats. 66.0617; best practices for successfully managing impact fees; water impact fees; and your next water rate case.
1:45-2:00: Break
2:00-4:00: What are You Doing to Save Money? Pat DeGrave, Administrator for the City of Oak Creek, will facilitate a discussion on ways to save money. He will give you ideas and you will share with each other what you are doing in your community. This will be an excellent opportunity to learn what other municipalities are having success with.
Cost is $110. This includes materials, lunch, and break. Mention MTAW for lodging discount.
This Workshop has been designed for all public officials. You do not have to be a member of MTAW to come. I encourage you to invite your staff and colleagues to gain this valuable information. This whole day of training qualifies for IIMC credit: 3 points CMC and MMC
