GENERAL INFORMATION

The State of Wisconsin provides no state tax money to the campus to construct or maintain parking facilities; therefore a parking fee is levied to generate operating and construction funds.

Authorization for campus regulations comes from the Wisconsin Statutes. All other provisions of Chapter 346 of the Wisconsin Statutes relating to vehicular travel upon highways open to public use also apply to roadways on University grounds.

Information about parking regulations may be obtained by calling the Parking Department (920) 465-2301. The Parking Department is located on the Main Entrance Drive.


A. PARKING DECALS - Top

  1. Faculty, staff and students who operate motorized vehicles and who wish to park these vehicles on University property must purchase a decal or permit. A decal may be obtained by completing an application form and paying the required fee at the Bursar's Office (SS 1300). Vehicles which occupy more than one parking space will be charged fees based on the number of stalls used. A parking decal is not valid for the purpose of storing a vehicle on campus or for vehicles that have been disabled for more than 72 hours unless approved by the Parking Office.
  2. Parking regulations will be enforced. Decals and permits are required during the fall and spring semesters from 8 a.m. to 7 p.m. Monday-Thursday and 8 a.m. to 4 p.m. on Friday. During Intersession and Summer Session, permits are needed until 4 p.m.
  3. Two time periods have been defined for the purpose of assessing fees. The first is the fall semester. The second is the spring semester, which includes both the intersession, and the summer session. Faculty, staff, and students may purchase parking decals at the rate of $43.00 for each semester or a total of $86.00 for both semesters. Faculty and staff purchasing decals for both time periods may have the fee payroll deducted. Evening decals, which are valid from 3:30 p.m. to 7 p.m., may be purchased at the rate of $18.00 per semester or full year $36.00. These decals may not be payroll deducted. On automobiles, decals must be clearly displayed on the drivers side, rear passenger window.
  4. Members of a car pool or persons who own more than one vehicle may obtain a transferable parking decal which may be used ONLY on vehicles that have been registered at the Bursar's Office (SS 1300). These types of decals are provided to encourage car pools and multi-passenger use of automobiles.
  5. A parking decal can be returned to the Parking Office for a partial refund based on the refund schedule.
  6. Motorcycles, mopeds, motor scooters and motorbikes are charged $7 per semester, ($14 per year). No refunds are available. These decals must be attached to the non-reflective side of the rear view mirror. If the owner of a motorcycle has purchased a decal for their automobile, the motorcycle decal will be issued at no charge. Motorcycle decals are nontransferable. Motorcycles must park in the designated motorcycle parking areas.
  7. If a vehicle is sold or is no longer being driven, a replacement decal can be issued at no charge if the previous decal is returned to the Bursar's Office (SS 1700). If the decal is not returned, a $5.00 service fee will be charged.
  8. Handicapped parking areas are available for the disabled. Questions concerning H/C parking may be directed to the Parking Office @ (920) 465-2301
  9. There are no reserved parking spaces for faculty, staff or students.

B. ONE DAY PARKING PERMITS - Top

  1. One day parking permits may be obtained at the Parking Office located on the Main Entrance Drive. Day permits are also available from the Office of Residence Life. Permits are valid only on the date(s) specified. These permits are sold at the rate of $1 per day and $5 per week to faculty, staff and students who have not purchased a parking decal. These permits are valid in all campus lots, (excluding reserved or restricted stalls).
  2. Visitors must obtain a visitor parking permit from the Parking Office. These permits are valid in all campus lots, (excluding reserved or restricted stalls). There is no fee for visitor parking
  3. Motorists, who have purchased a decal that is attached to a temporarily disabled or unavailable vehicle, may obtain a short-term replacement permit from the Parking Office.


C. HOUSING REQUIREMENTS - Top

  1. In addition to a parking decal, residents of sophomore status or higher who reside in the Apartments need to obtain an apartment resident "logo". Logos are available from the Office of Residence Life at no charge.

D. BICYCLES - Top

  1. All bicycles are required to have a valid UW-Green Bay or a City of Green Bay bike license.
    • UW-Green Bay bike license is available at Public Safety, Community Center, or the University Union Main Desk/Information Center.
  2. Bicycles should be parked in the bike racks that are provided on campus. As a motor vehicle, mopeds, motorbikes, etc. may not be driven on campus paths or sidewalks, and should be parked in motorcycle parking stalls or other general use stalls..
  3. Parking and storing bicycles in buildings, on sidewalks, attaching bicycles to campus fixtures or property, is prohibited under the provisions of Section UWS 18.06(8) of the Administrative Code.


E. VIOLATION AND PENALTIES - Top

  1. The campus is patrolled by UW-Green Bay police, and security officers, and parking attendants. Vehicles in violation will be issued citations.
  2. Penalties will be assessed for violations of the Wisconsin Administrative Code, Rules of Regents of the University of Wisconsin, Section 18.05.
  3. The University will exercise its option to instruct the Wis. Dept. of Transportation to suspend or refuse the vehicle registrations of motorists who have an unresolved parking citation. Correspondence concerning this action will be mailed to the registered owner of the cited vehicle. Authority for this action is provided in Chapter 345.28 of the Wisconsin Statutes. The following fine schedule is in effect:

    $35 fine (Increases to $50 if not paid within seven days of the citation)

    • Illegal parking in a space reserved for the handicapped.

    $35 fine (Increases to $45 if not paid within seven days of the citation)

    • Use of a lost or stolen decal.
    • Defacing or altering a decal in order to extend its use or make it valid in other areas.
    • Use of a copied or duplicated decal.

    $20 fine (Increases to $25 if not paid within seven days of the citation)

    • Restricted Zone

    $15 fine (Increases to $25 if not paid within seven days of the citation)

    • Altering a parking permit

    $10 fine (Increases to $15 if not paid within seven days of the citation)

    • Illegal use of a permit such as:
    • 1. Unauthorized use of a visitor's permit by faculty, staff or students.

$10 fine (Increases to $14 if not paid within seven days of the citation)

  • 15 Minute zone.
  • No parking zone.
  • Loading/Service zone.
  • Parked in a restricted zone.
  • Not moved for snow removal.
  • Vehicle not returned to lot after completion of snow removal.
  • End zone.
  • Parked in road-traffic hazard.
  • Parked in crosswalk.
  • Parked in fire lane.
  • Parked on grass.
  • Not parking between lines.
  • Parking in motorcycle zone.

$8 fine (Increases to $12 if not paid within seven days of citation)

  • Parking without a valid parking permit or decal.
  • Decal or permit improperly attached
  • No apartment resident logo.
  • Improper placement of decal or permit.
  • Expired meter (multiple citations may be issued).
  • Other miscellaneous violations.
  1. Fines are payable at the Bursar's Office, which is open from 8:00 a.m. to 4:30 p.m., Monday through Friday. Payments may also be placed in the 24-hour deposit box that is located at the Parking Office.
  2. Students with an accumulation of parking fines will have an administrative hold placed on their academic records.
  3. Future parking privileges can be denied to anyone who fails to resolve a citation. If a citation remains unpaid for more than 30 days, parking privileges may also be suspended until payment is made.
  4. Motorists who park without a valid parking permit, have numerous unresolved parking citations, or operate a vehicle under suspension, will be subject to having their vehicle towed from campus. Vehicles that are parked or disabled in areas, which are determined to be hazardous, will also be towed. All towing will be at the owner's expense.


F. APPEALS - Top

  1. Citations may be appealed by obtaining an appeals form from either the Parking Office or the Bursar's Office, The completed form may be returned to either location for consideration by a member of the Parking Committee. Appeals will not be accepted for citations that have already resulted in action by the Wisconsin Department of Transportation.
  2. If a citation is appealed within seven days, and is denied, the increased fine schedule will not be in effect until an additional seven days have passed.
  3. If a further appeal is requested, the appeals form will be forwarded to the Appeals Committee. The appellant will be informed of the time and location of the meeting and may speak to the committee in person.
