"Circuit Court Conflict: Are Supplemental Unemployment Compensation Benefits (SUB payments) taxable wages under FICA?"

Final Report: "The funds were used to access specialty tax computer databases. These databases allowed me to review various treatises and other academic/professional literature regarding the history of supplemental unemployment benefits, the Congressional treatment of dismissal pay, and supporting legislative history. In addition, the databases enabled me to research and critically evaluate the positions advocated by the taxpayers and the IRS. The grant resulted in an article that was published in the October, 2013 issue of Taxes, a high quality tax journal with an acceptance rate of 30%."
