GREEN BAY - University of Wisconsin-Green Bay faculty member Rebecca Meacham was one of five finalists for the prestigious 2007 Literary Gift of Freedom Award for Women Fiction Writers.
The national award is presented by A Room of Her Own Foundation, which works to spotlight the important creative work of female artists and writers. Nearly 800 writers across the country applied for the award.
Meacham, associate professor of Humanistic Studies at UW-Green Bay, is the author of the acclaimed "Let's Do," a collection of short stories about ordinary Midwesterners who cope with various calamities.
Honors for "Let's Do" include recognition for outstanding achievement by the Wisconsin Library Association, finalist for the Patterson Fiction Prize, a Selected Writer in Barnes & Noble's "Discover Great New Writers" program, winner of the Anne Powers Book-Length Award for 2005, and winner of the Katherine Anne Porter Prize in Short Fiction from the University of North Texas Press.
Meacham's short stories also have been honored with a nomination for the 2005 Pushcart Prize and as winner of the "Indiana Review" Short Fiction Prize and the "Chelsea Magazine" Short Fiction Award.
Her next writing project is a novel that re-imagines the characters and events of the devastating Peshtigo Fire of 1871.
Meacham joined the UW-Green Bay faculty in fall 2002. She teaches creative writing, literature and women's studies courses. She advises the "Sheepshead Review" student literary magazine, teaches creative writing for the Learning in Retirement Institute and coordinates the UW-Green Bay/St. Norbert College "read-off" event.
She earned a Ph.D. degree in English at the University of Cincinnati, a Master of Fine Arts degree from Bowling Green State University, and a bachelor's degree from Miami University, all in Ohio.
Summer Wood, author of the critically acclaimed novel "Arroyo," received the 2007 Literary Gift of Freedom Award. The selection panel of novelists Susan Straight and Kim Ponders came to a consensus decision on the recipient and finalists.

UW-Green Bay is partner in
Teaching American History project
GREEN BAY - The University of Wisconsin-Green Bay will be a key partner in a three-year project aimed at enhancing the teaching of American history in northeastern and central Wisconsin and the Fox River Valley.
A grant of $998,158 from the U.S. Department of Education will enable the Teachers Academy for the Study of American History, which originated with CESA 6 in Oshkosh and UW-Oshkosh, to expand further into northeastern and central Wisconsin. The academy provides professional development programming for elementary, middle and high school teachers.
The academy acquaints teachers with dynamic instructional strategies by offering presentations and discussions led by nationally renowned and local historians, archivists and other teachers. It also provides museum tours and arranges opportunities to develop history-rich lesson plans with experienced historians and teachers.
One-week summer institutes and fall and spring seminars will rotate among UW-Green Bay, UW-Oshkosh and UW-Marathon County. UW-Green Bay will host the institute in the project's third year. About 50 teachers will be recruited for the three-year program, and more than 100 teachers are expected to attend the annual workshops.
David Voelker, UW-Green Bay assistant professor of humanistic studies (history), assisted in development of the grant proposal and is slated to coordinate the activities at UW-Green Bay.
Voelker said the project will provide opportunities for teachers of American history - at all levels - to share their ideas and enthusiasm.
"Teachers will have a chance to work together with expert historians to reinforce their content knowledge and develop lesson plans, and they will be able to share their excitement with thousands of students in the region," he said. "At the same time, our workshop leaders will learn from the teachers about how to improve the training of history teachers."
CESA 6 will serve as the grades 4-12 program coordinator, while UW-Oshkosh will provide the lead university program coordinator. Other project partners are CESA 7 in Green Bay, CESA 9 in Tomahawk, Marathon County Historical Society, Neville Public Museum in Green Bay, Outagamie County Historical Society, Wisconsin State Historical Society, and the archives and area research centers at UW-Green Bay, UW-Oshkosh and UW-Stevens Point.
This marks the second time UW-Green Bay has been involved in the Department of Education's Teaching American History grant program. In 2002, the program supported a three-year project developed by UW-Green Bay Prof. Andrew Kersten of the Social Change and Development academic unit.

Collaborative effort on literacy
draws international attention
GREEN BAY - A project to improve literacy skills of at-risk children entering kindergarten at a Green Bay elementary school is receiving international recognition for its promising results.
The research project, designed by University of Wisconsin-Green Bay education faculty, involves a partnership of UW-Green Bay faculty and students, Green Bay Area Public Schools and the Institute for Learning Partnership.
An article on the project — "Increasing At-Risk Pre-kindergarten Children's Reading Success: Can It Be Done?" — was published in the most recent edition of "Forum on Public Policy: A Journal of the Oxford Round Table."
The prestigious Oxford Round Table, based at Harris Manchester College in Oxford, England, promotes human advancement and understanding through the improvement of education. The Round Table provides a forum for the study and consideration of issues facing state and national systems of education.
The article describes an early intervention program to help at-risk pre-kindergarten children succeed after they enrolled in kindergarten at Fort Howard School on Green Bay's west side. The program included three-week transitional sessions in May and August 2004 to build the children's vocabulary, early reading skills and other literacy skills. Twenty-two children attended each session.
Local educators submitted the article for publication after Patricia Ragan, UW-Green Bay associate professor of education, made a presentation on the project to the Oxford Round Table on Early Childhood Education in March 2006.
The program's results showed that even a short-term pre-school experience can have a major impact on young children's learning, according to Ragan.
"We saw very impressive improvement among those children," she said.
Linda Tabers-Kwak, also an associate professor of education at UW-Green Bay, said working with children before they enter school, even for a short period of time, can make a big difference in their academic development.
"We've got to get ahold of these kids a lot earlier," she said. "And then we have to keep it going."
The study shows the importance of early intervention with students who have not had early opportunities and learning experiences, according to Green Bay School Superintendent Dan Nerad.
"With increased expectations for learning, we must work to eliminate achievement gaps before they start," Nerad said. "Programs like this can be of big help to young children and their parents."
Fort Howard School was selected for the program after being identified as an "in improvement" school under the federal No Child Left Behind legislation. The school had not made adequate yearly progress toward academic performance standards in reading and math.
Richard Schaal, Fort Howard's interim principal at the time, said children were coming to school without the necessary literacy or social skills.
"I realized we had a lot of children who weren't ready for kindergarten," he said. "We talked about what we could do to make things better."
The program's partners sought — and received — a grant of nearly $10,000 from the Institute for Learning Partnership. The Partnership, based at UW-Green Bay, funds research projects to improve teaching and learning in area schools. Schaal currently is interim coordinator of the Institute's Professional Development Certificate program.
An important component of the early literacy program was parental involvement. Parents were required to attend meetings, volunteer in the classroom, complete reading assignments and walk their children to and from school.
The UW-Green Bay partners involved in the program said it is an excellent example of the University's emphasis on interdisciplinary education and connecting learning to life. The program involved not only Ragan and Tabers-Kwak from the Education faculty, but also Prof. Bob Nagy of the Business Administration faculty who analyzed assessment data.
"We're really living the interdisciplinary mission of the University," Nagy said.
Looking to the future, the educators want to continue to contribute to the local, national and international discussion of early literacy. Ragan and Tabers-Kwak would like to study interactions between teachers and children to see what leads to improved literacy. They see a need for more study of whether pre-school gains in reading and writing can be sustained.
The study's results suggest that more focus may need to be placed on adult-child interaction patterns in pre-school and kindergarten classrooms and the effects of one-to-one support.
Funding of early literacy efforts will continue to be an issue.
"Research support for the importance of children's early language and literacy experiences on later school success continues to grow, but funding for quality pre-school programming continues to lag worldwide," Ragan said.
The partners in the project also said continued collaboration and partnerships are key to serving the needs of the community's children.

UW-Green Bay seeks approval of
new Select Mission Statement
GREEN BAY - A revised Select Mission Statement for the University of Wisconsin-Green Bay affirms a commitment to core values that date to the University's founding while also responding to the needs of a dynamic region.
Following extensive campus discussion and review, UW-Green Bay is seeking Board of Regents approval of the first revision to the University's Select Mission Statement since 1988.
The proposal states: "The University of Wisconsin-Green Bay provides an interdisciplinary, problem-focused educational experience that prepares students to think critically and address complex issues in a multicultural and evolving world. The University enriches the quality of life for students and the community by embracing the educational value of diversity, promoting environmental sustainability, encouraging engaged citizenship, and serving as an intellectual, cultural, and economic resource."
UW-Green Bay Chancellor Bruce Shepard said the revised Mission Statement affirms the University's commitment to a strong interdisciplinary, problem-focused education that connects learning to life. He also said it builds on UW-Green Bay's longstanding commitment to environmental awareness and sustainability.
In addition, Shepard said, the statement reflects an evolving, rapidly diversifying region and a university that is playing an increasingly important role in the region's economic growth and development.
"Our select mission is a concise statement of what makes Northeastern Wisconsin's University of Wisconsin distinctive and of what we contribute to the region we proudly serve," he said.
UW-Green Bay also operates under complementary mission statements that guide the UW System and the System's four-year institutions that do not grant doctoral degrees.
The revised Select Mission Statement already has undergone an extensive review by faculty and staff at UW-Green Bay. The UW-Green Bay Faculty Senate approved the statement in April.
The proposal goes to the Board of Regents for an initial reading when the Regents meet at UW-Milwaukee this week. A public hearing will be scheduled before the Regents take final action on the statement.

Students can improve English skills
at UW-Green Bay ESL Institute
GREEN BAY - The University of Wisconsin-Green Bay offers a Summer English as a Second Language (ESL) Institute from July 9 through Aug. 10 for students age 18 and older who want to improve their English skills.
The institute offers an intensive program designed for students who are preparing for further academic study in the United States or who are simply interested in learning more about the language and culture of Northeastern Wisconsin.
Bilingual students who recently have emigrated to the U.S. and bilingual international students will be equally served by the institute experience, according to Brent Blahnik, UW-Green Bay director of international education.
UW-Green Bay Prof. Russell Arent, the Summer ESL coordinator, added, "Our customized instruction ensures that each student will be personally challenged to improve his or her English language skills."
At the outset, each student will get an assessment of his or her own English language abilities. Students will complete three classes: Listening and Speaking, Reading and Writing, and Cultural Orientation. Students who successfully complete the courses will receive a certificate of completion and may receive a recommendation to continue their studies in an undergraduate degree program in the fall.
Activities and field trips over the course of the five-week institute include sporting events, shopping, museums, entertainment and other activities that will help introduce students to U.S. culture and give them an opportunity to practice English in real-world situations.
Students may choose to live on campus in UW-Green Bay student housing units that offer furnished two-bedroom or four-bedroom apartments. UW-Green Bay international student advisers can help international students with immigration and other concerns.
The cost for the institute is $1,571 with health insurance or $1,428 without.
