Local educators share $100,000 in Partnership grants

GREEN BAY - Good news was delivered to dozens of educators in communities from Green Bay to Howards Grove who learned last week they would share in more than $100,000 in grant awards.

Elementary and middle school educators from 12 Green Bay area schools and seven other districts were among those receiving news they would get funding from the Institute for Learning Partnership based at the University of Wisconsin-Green Bay for learning research projects. The Green Bay School District received over $50,000 in awards.

Support to encourage action research in educational settings is one component of the Institute for Learning Partnership. The Institute was established in 1998 through efforts of a broad coalition of people and organizations from Northeast Wisconsin. During 1997, the vision of these business, community, school and campus "partners" for a strong regional focus on teaching and learning was carried to regional and state leadership. Plans for the proposed Institute won support from Governor Tommy Thompson, key State legislators, the Department of Public Instruction and the UW System Board of Regents, and received funding in the 1998-2000 biennial budget.

Dr. Francine Tompkins, director of the Institute, considers the research grant project vitally important to the Institute's goals: "Every teacher, administrator and staff member I talk with has an idea, or many ideas, about how to improve things, how to make better connections for the learner, or better deliver their programs or subject matter. They can initiate many ideas on their own, but at times the most exciting possibilities lack only a structure or some resource to make them happen.

"Our research funding program is designed to mobilize some of the vast energy already existing in the educational community, help educators learn how to approach and succeed at the kind of action research that is possible in their own school settings, and then facilitate the sharing of the results so others can benefit from what the individual or team has learned."

In this, the first year of offering research support, the Institute received 50 project proposals and selected 20 projects for funding. The resulting research will directly involve more than 70 teachers, staff and administrators from 11 school districts across Northeast Wisconsin and in programs including preschool, middle school, high school and post-secondary levels.

John Crubaugh, superintendent of schools in Manitowoc, and Michael Marinetti, coordinator of the UW-Green Bay Institute for Research, were co-chairs of the Institute committee that designed the research funding plans and review process. Nine educators from throughout Northeast Wisconsin served on the selection team.

Crubaugh says factors considered by the review team included how well each proposal presented clear objectives and measurable outcomes, the quality of the proposed research methods, and the extent to which the work would be collaborative.

Five administrators representing four Green Bay elementary schools received a $10,000 award for improvement of student writing. Kathy Costello, Jackson School Principal; Salle Quakenboss, director of curriculum for academics and the arts; Dr. Rhonda Ewald, Chappell Principal; Dr. Kathy Tillo, Elmore Principal; and Richard Herlache, Beaumont Principal, will team to improve students' written communication skills. Their action research project will develop a data-driven instructional program to improve the writing performance of students in grades one through five.

The Fort Howard Elementary School project - led by Fort Howard teachers Maryanne Marinetti, Lora Stemke and Lisa Maraka-Michaels - received $8,695 for development and field testing a curricular guide that integrates reading/language arts resources with district benchmarks and standards for core subject areas.

The Franklin Middle School project - led by Franklin Title I Teachers, Jean Destache and Joy Anderson, and UW-Green Bay Assistant Professor, Esther Gray - received a $4,250 award. Their project will enable the extended study of reading motivation and reading comprehension among Title I middle school students through learner-initiated inquiry. Project goals are to develop effective strategies for facilitating student inquiry in middle school and clarifying these strategies for dissemination to educators who wish to implement their own curricula.

For a separate project at Franklin, language arts teachers Sheila Wanta and Pat Jensen received a $4,990 award for implementation of a writing program that trains UW-Green Bay students in 6-Trait Writing and uses them in the classroom for teacher assistance.

Doty School Principal Pamela Haugh, and Doty teachers - Linda L'Huilliar, Marion Kellner, Marcy Levine, Connie Babler, Robin Cavil, Kathy Patzke, Jeanne Lund, Kathy Arradizadeh, Myrna Dickinson, Patti Knabenbauer, Jenni LaCombe and Angela Hager - received a $10,000 award for a volunteer-facilitated reading program. The project's purpose is to develop a reading support program staffed by community volunteers to offer 30 minutes of daily support to struggling readers, helping them to become fluent, independent readers.

King School Principal Karen Vande Sande and King teachers - Sandy Lindstrom, Amy Ottens, Pat LaPlant, Bonnie Cope and Barb Graul - will receive a $4,459 award for their project on improving first grade reading achievement through an early intervention program. The program includes summer school and counts on parents as a teacher component.

Southwest High School chemistry teachers John Sebranek and Scott Liddicoat; biology teachers Rick Berken and Steven Krings; and UW-Green Bay Associate Professor Robert Howe received a $4,962 award for study of biodiversity in the Fox River watershed and creation of a biodiversity web page.

The Washington Middle School project led by teacher Julie Seefeldt received a $1,135 award for the Travel Amigos program, a multi-disciplinary project that uses a stuffed animal or doll to travel across the world. The year-long project enables 35 immigrant and first generation American students to learn about the country and the world while sharpening writing, reading and social studies skills.

Nicolet School will benefit from a $3,668 award for a summer reading program in collaboration with Green Bay Park and Recreation, the Green Bay Boys and Girls Club and the Neighborhood Resource Center. The project is led by Barbara Law, UW-Green Bay Professor; Mary Weigand, Nicolet Principal and Susie Beverstein, Green Bay Public Schools reading resource specialist. Classroom teachers will provide engaging literacy activities for students at the Nicolet School library two days a week. The program is designed to provide continuity for students between school years and literacy experiences for those whose learning during the summer is often curtailed.

Other Brown County schools selected for grants are the Denmark and Howard-Suamico school districts and Sunnyside Elementary School in Pulaski.

The Denmark schools project - led by art instructors Jeanne Mease, Bev Stearney and Rhonda Atkinson - received a $4,800 award. Their study will show how art history and appreciation are currently taught throughout the district, how that compares with state standards and how that information can best be used to develop a teaching methodology which promotes independent, self-directed student learning through technology resources.

The Sunnyside School project - led by Naomi McDowell, first grade teacher; Mary Whistler, school psychologist; Steve Meyers, Principal; Pam Mannigel, speech therapist, and Sara Larsen, kindergarten teacher - received a $1,450 award. The project will focus on developing basic school readiness skills with a preschool story hour. The story hour is expected to fill the gap left by the rural nature of the school and limited accessibility to community resources by exposing children to books, learning and the school environment.

The School District of Howard-Suamico project - led by Assistant Superintendent Dr. Gayle Frame - received a $10,000 award. The project involves a small consortium of schools selected nation-wide by the Mid-Continent Regional Educational Laboratory to measure standards-based instruction and assessment and document student learning. The project will take steps toward improving the assessment, grading, record-keeping and reporting of students' progress; implement research-based instructional strategies; and enhance supervisory processes.

Other schools awarded grants are Northview Elementary in Howards Grove; Madison Elementary in Manitowoc; Riverview Middle School in Plymouth, Urban Middle School in Sheboygan; the Sturgeon Bay Public Schools; Walker Middle School in Sturgeon Bay Valders Elementary School in Valders; and the Brillion school district. Institute awards to these schools and districts ranged from $1,135 to $10,000.

Fox River Group grant will fund UW-Green Bay
wetland studies

GREEN BAY-An award of $120,000 to the University of Wisconsin-Green Bay Cofrin Arboretum and Natural Areas Program from the Fox River Group of paper companies will fund studies on one of the few remaining coastal wetlands on the Bay of Green Bay.

The award was announced today (Wednesday, June 9) in ceremonies on land owned by The Nature Conservancy at Point au Sauble on the bay's east shore, where the studies will take place. Timothy Weeden, regional public affairs manager for Fort James Corp., presented the award for the Fox River Group.

The Fox River Group is a coalition of seven companies working to identify and pursue ways to promote restoration of the Fox River to ensure long-term economic vitality of the area's communities and to improve the environment. Members include Appleton Papers Inc., Fort James Corp., P. H. Glatfelter Co., NCR Corp., Riverside Paper Corp., U. S. Paper Mills Corp., and Wisconsin Tissue Mills Corp.

Prof. Emeritus Paul E. Sager, director of UW-Green Bay's Arboretum and Natural Areas Program, says knowledge today of the plants and animals of Point au Sauble is "spotty at best."

"What we're really doing with this study is finding out the ecological value of these wetlands," says Sager, who developed the stewardship proposal to the Fox River Group.

Preliminary surveys hint at the wetlands' value for birds. Ornithologist Robert W. Howe, a UW-Green Bay professor of Natural and Applied Sciences, says researchers have tallied 176 different species of birds at Point au Sauble since May 1. The total includes 30 species of warblers, most of them on their way to northern nesting ranges. "It's a major place of concentration of spring migrants," says Howe. Threatened and endangered species sighted include peregrines, Caspian and Forster's terns, and American white pelicans. Howe notes that pelicans have been seen in flocks of up to 50.

In the study's first year, $25,000 will be dedicated to baseline surveys of Point au Sauble's birds, fish and other aquatic animals, the amphibians, reptiles and mammals that live on land, and the vegetation. Historical information such as water levels and human activities at Point au Sauble also will be compiled.

The remainder of the award will be placed in an endowment. It will support maintenance and continuing research to add to long-term knowledge about Point au Sauble. "The latter objective will have immediate educational benefit because much of the work can be conducted as funded research projects by undergraduate and graduate students," explains Sager.

All of the information gathered through the research will be shared with the Wisconsin Department of Natural Resources.

Long-term goals of the stewardship proposal include developing a management plan to preserve Point au Sauble's ecological values and eventually proposing dedication of Point au Sauble as a state natural area.

UW-Green Bay is undertaking the study with the agreement of The Nature Conservancy. The University has worked with the Conservancy for many years on similar projects,

UW-Green Bay announces academic honors

GREEN BAY -- The University of Wisconsin-Green Bay has made public the names of students receiving academic honors for the spring semester.

The list was announced by Howard S. Cohen, provost and vice chancellor for academic affairs. UW-Green Bay is a university of about 5,500 students with a distinctive academic plan characterized by problem-focused learning and a strong liberal arts component.

Students who maintain a 4.0 gradepoint average, which represents all "A" grades, receive highest honors. High honors go to those earning 3.99 to 3.75 gradepoint averages. Honors are given to students with 3.74 to 3.50 gradepoint averages.

Students are listed by the county claimed as place of permanent residence. All were full-time students in the spring term.
