Some years, Board of Regents consideration of tuition draws little comment, some years it's a political football. To provide a little perspective before you read and hear the news coverage of today's announcement from Madison, here's a special edition of the LOG newsletter.

Regents to consider 5.5 percent tuition rise this week
The University of Wisconsin System Board of Regents is scheduled to approve an annual operating budget and set tuition rates for the 2008-09 academic year at this week's meeting in Milwaukee. The recommended tuition increases of about 5.5 percent mirror those approved for the current academic year. UW System President Kevin P. Reilly will recommend an operating budget based on the state's 2007-09 biennial budget, approved last year with bipartisan legislative support. That two-year spending plan provided resources to sustain current academic programs while also making targeted investments in 2008-09 to help the university expand the number of seats in UW classrooms and boost job-creating university research. No increases at UW colleges
The proposed tuition increase would be about $265 for annual undergraduate resident tuition at UW-Green Bay. It's the same at the 10 other UW System comprehensives. At UW Madison, undergraduates will see a $348 annual tuition increase and UW-Milwaukee students will pay $340 more. The budget proposes no tuition increases for the 13 UW System colleges. It's the second consecutive year there is no increase for the two-year campuses.


By the numbers: Resident tuition/fees here would go to $6,308
What does it mean for UW-Green Bay students? Well, undergraduate resident tuition would be $5,084, up $265 from $4,819 in 2007-08. Student fees will be $1,224, up $84 from $1,140. The grand total is then $6,308, an increase of $349 from $5,959.


What the hikes will cover
The 5.5 percent tuition increase will fund many of the university's ongoing financial and operational commitments. Of the total 5.5 percent proposed increase, 3 percent will go toward the state-mandated veterans' tuition remissions program, and 1.6 percent will fund Growth Agenda Initiatives, including those designed to increase enrollments and enhance graduation rates. Other contributing factors include increased costs for employee salaries and health insurance benefits (0.5 percent), student technology fees (0.2 percent) and utilities for the UW System's 59 million square feet of facilities (0.2 percent). During this week's meeting, the Board of Regents will also consider a resolution urging the State of Wisconsin to fully fund the veterans' tuition remission program. Such action would alleviate the need for tuition support of this program in the future.


Breaking it down further
Dean of Students Sue Keihn said, "The tuition allocated for the UW-Green Bay Growth Agenda will help enhance our academic support program and tutoring services, as well as boost our recruitment efforts to attract more talented students who are assets to the region and the state after graduation. As UW-Green Bay seeks to increase enrollment, it is imperative to have the tools necessary to attract and retain top faculty and maintain quality programs. Part of the tuition increase is also earmarked for more statewide financial aid grant dollars, which further opens the door to earning a bachelor's degree. Having more grant money available means fewer loan dollars to repay later. It's satisfying to see a proposal that begins to address those concerns."
