Essential Job Functions

This position reports to the Vice Chancellor for Business and Finance and is responsible for providing leadership in the planning, management and administration of all policing, security, parking and emergency response functions at the University of Wisconsin Green Bay, including its three locations in Marinette, Manitowoc and Sheboygan. Leadership will be consistent with the University’s mission, appropriate for an institution of higher education, and responsive to evolving expectations of the department. The director is responsible for implementing appropriate programs and procedures consistent with maintaining law, order and safety at all locations. The director has full statutory arrest authority as a peace officer in the State of Wisconsin. Decisions are guided by Wisconsin and Federal statutes, court decisions, and administrative codes, rules and regulations of state law enforcement agencies, UW-System and UW-Green Bay policies and procedures.

Work involves frequent communication and effective collaboration with university departments, student leadership, governmental agencies, local authorities and community leaders. This position requires extensive procedural knowledge and organizational skills to provide strategic, proactive and innovative leadership in the public safety function.

This position includes the following responsibilities:

  • Serve as chief law enforcement officer including management and supervision of police and security personnel. Maintain ongoing status as a sworn law enforcement officer.
  • Evaluate internal operational policy, procedures and protocol to ensure they reflect new case law legislation and trends in University policing.
  • Coordinate the enforcement of state statutes, rules and regulations of state agencies, the UW system, and UW-Green Bay.
  • Ensure compliance with federal directives, including the Clery Act, county and city law and ordinances as they pertain to public safety and law enforcement responsibility of the university.
  • Serve as a liaison between and provide assistance to other appropriate law enforcement agencies.
  • Provide leadership, support and expertise in campus emergency and disaster preparedness planning and response process.
  • Provide training and staff development programs to ensure proper procedures are followed in search and seizure, investigations, arrests, and coordinating with federal, state and local law enforcement, fire, and rescue personnel.
  • Supervise the maintenance and periodic reporting of law enforcement data, in compliance with federal and state law and good practice.
  • Develop and deliver crime prevention, personal safety and security awareness programs and services.
  • Provide trained staffing support for major campus events to ensure safety, security, optimal access and maintenance of order.
  • Implement crime prevention and community based programs and provide criminal activity investigation oversight and assistance.
  • Communicate regularly with the Vice Chancellor for Business and Finance on emergencies, investigation status, plans of action, operations, administration and management issues.
  • Prepare cases for court appearances as needed and work with the District Attorney and appropriate local legal authority; Federal, state , UW System, campus legal counsel, and the Dean of Students.
  • Plan, direct and develop budgets to meet operating and maintenance requirements, staffing, space and capital acquisitions.
  • Partner with appropriate campus administrators to identify grant opportunities and provide assistance in grant writing, reporting and administration.
  • Foster a department climate that embraces equity, diversity, inclusion and intercultural competencies.
  • Administer the campus security camera procedures, including maintaining an inventory of all campus security cameras and user agreements.
  • Coordinate and implement the campus-wide key and access control system including appropriate access, authorization, inventory control, distribution and associated records.
  • Administer the self-supporting University Parking Program by developing and implementing policies, working with appropriate campus administrators and governance groups.
  • Provide an enforcement program that addresses regulations and parking related issues in a fair and equitable manner
  • Ensure high level of customer service
  • Establish parking rates and formulate a parking budget that ensures a fiscally sound long-range parking plan that meets University needs.
  • Work with facilities to develop parking and lot maintenance and expansion plans.
  • Coordinate campus involvement with the Green Bay Transit Authority U-Pass program.

Qualifications

MINIMUM QUALIFICATIONS:

  • Bachelor's degree from an accredited college or university in criminal justice, police science, public administration, or related field at time of application
  • Possession of or ability to obtain a valid Wisconsin driver's license upon appointment
  • No record of an unpardoned adult felony conviction and no convictions for domestic violence
  • 5 years progressively responsible relevant experience
  • 3 years experience as a law enforcement supervisor
  • Certification by the Wisconsin Law Enforcement Standards Board (LESB) as a law enforcement officer or be eligible for certification
  • Ability to possess a firearm and documented firearms proficiency
  • Knowledge of applicable laws, codes, regulations, policy and procedures
  • Knowledge and experience with budgeting and financial accountability


PREFERRED QUALIFICATIONS:

  • Master's degree from an accredited college or university with a major in criminal justice, police science, public administration or related field and/or graduated from advanced specialized law enforcement training such as FBI National Academy, Southern Police Institute and/or Northwestern School of Police Staff and Command
  • Experience in a higher education environment

The successful candidate will have strong oral, written, interpersonal, and organizational skills, the ability to communicate with a diverse student population, demonstrated integrity and strong leadership, and the willingness to be part of a collaborative team. In addition, the successful candidate will have the demonstrated ability to lead and motivate staff, deliver training, act quickly and calmly in emergency situations and handle difficult to complex situations with established legal and procedural guidelines, make sound decisions and use good judgement based on sensitive, confidential information. Conditions of Appointment

Some travel is required and occasional evening and/or weekend work is expected and will be assigned by supervisor.

Position is a full-time Limited appointment. Official transcripts of the highest degree achieved will be required of finalist(s). Employment will require a thorough criminal background investigation, medical exam, psychological exam, vision screening, physical agility assessment and pre-employment drug screens. A pending criminal charge or conviction will not necessarily disqualify an applicant. Salary

Minimum salary of $85,000 commensurate with qualifications and experience.

This position is exempt from the overtime provisions of the Fair Labor Standards Act (FLSA).
