Students Exceeding 165 Credits

Policy: Tuition Payment for Students Exceeding 165 Degree Credits

UW System parameters

  1. Develop a process to identify students who are accumulating credits resulting in amassing more than 165 credits (or 30 credits more than required by their degree program, whichever is greater) by the time they fulfill all of the program requirements.
  2. Implement rules that provide flexibility to provide exceptions where appropriate to ensure that students are able to complete their program requirements.


  • This policy is administered by UW-Green Bay.
  • Implemented start of fall 2004, still in effect.
  • Students who accumulate 165 credits (or 30 credits more than required by their degree programs, whichever is greater) will be charged a tuition surcharge, equal to 100 percent of the regular resident tuition, on credits beyond that level.
  • The surcharge will be applied to students in the semester following the one in which they reached the earned credit limit.
  • Credits required for a program are determined by UW-Green Bay.
  • A student may appeal using a 165 waiver form.
    • This form approved by the Dean of Enrollment Management is reviewed and submitted to the Bursar’s office. The surcharge is then removed from the student account.


This policy applies to all UW System earned credits and WTCS transfer credits accepted toward a degree. 
  • Credits transferred from other institutions, as well as other types of credit or coursework for which credit may be awarded (such as advanced placement, retroactive credits, credits by examination, remedial credits, etc.) are not included in the 165 credit limit.


  • Undergraduate special students are not subject to the credit limit.
  • Students pursuing post baccalaureate certification or licensure are not subject to the credit limit.
  • Minnesota reciprocity students are not covered by the policy under the existing compact and will not be subject to the surcharge until such time that Minnesota adopts a similar surcharge.


  • Prior to each semester registration period, the Registrar’s office will identify students:
    • Earning 145 credits but less than the 165 credit limit prior to their next enrollment and who are not scheduled to graduate. (Warning category)
    • Who exceed the 165-credit limit prior to their next enrollment and who are not scheduled to graduate (Surcharge category)
  • Credit totals will be based on the criteria in the Applicability and Exclusions sections of this document.
  • Warning Category Students:
    • Are sent a Warning of Surcharge email explaining they are approaching the credit threshold where the surcharge applies.
    • A student does not need to submit the waiver in this scenario
  • Surcharge Category Students:
  • Are sent a Notification of Surcharge email.
  • Email notification includes policy information and directions for submission of the waiver.
  • Surcharges are assessed by the Bursar for this group of students and placed on individual accounts.
  • If the waiver is submitted, approved by Dean of Enrollment Management, the waiver is archived and electronically forwarded to the Bursar’s office.
  • Surcharges are then removed from the individual’s account.

Staff Responsibilities

  • The Registrar’s office will include and maintain policy information, including guidelines and procedures on their web-site.
    • Notifications are sent twice yearly, in October and March prior to each registration cycle.
  • Waivers of the surcharge will be submitted and approved via the Dean of Enrollment Services.
  • Bursar adds and removes surcharges in accordance with procedural steps.
