Dr. Higgins is an Associate Professor of Social Work at UW-Green Bay. She received a PhD in Social Welfare from the University of Kansas, an MSW from the University of Wisconsin-Madison, and a BSW from the University of Wisconsin-Green Bay.

Dr. Higgins’ current research focuses on the importance of social supports to individual and family well-being. She is currently conducting a study in Gothenburg, Sweden where she is exploring the social welfare state, and interviewing public sector social workers with regard to social provisions embedded in government social policy. Her previous research focused on federal Medicaid Estate Recovery policy with an emphasis on the confluence of race, inheritance, homeownership, and estate recovery policy.

She has participated in a number of national efforts to promote aging in social work education including serving as the Principal Investigator for the Geriatric Enrichment in Social Work Education Project, and the CSWE/Gero-Ed Partnerships for Person-Centered and Participant-Directed Long-Term Services and Supports Project, and as the Director of the John A. Hartford Foundation Practicum Partnerships Program.

In social work practice, Dr. Higgins has many years of social work experience as a medical social worker in a primary health care setting, a psychotherapist in outpatient and inpatient hospitals, and social worker in community-based practice with older individual and their families. She is a strong proponent of social justice with respect to social policy and preserving the social safety net, and promoting programs and services to serve the common good.

Dr. Higgins currently teaches both undergraduate and graduate courses. Her primary focus is in social policy/advocacy and macro level social work practice.

Dr. Higgins serves on the Corporate Board of Directors for Curative Connections in Green Bay, and on the Board of the Northeast Chapter of the American Civil Liberties Union. She is a past President of the UW-Green Bay United/American Federal of Teachers faculty and staff union and currently serves on the Executive Committee.
