Master Complex Duties
An advanced continuing education program.
Master Academy provides education for the Master Municipal Clerk certification which is one of two professional designations granted by IIMC and is an advanced continuing education program that prepares participants to perform complex municipal duties. The program entails extensive, rigorous education with a requirement for professional and social contribution. Candidates must demonstrate that they have actively pursued education and professional activities.

Master Academy at a Glance
Join your fellow clerks for 2.5 days of learning. Registration includes instruction and digital materials specific to the days you attend. Earn up to 22 hours (or 11 points) towards your IIMC-CMC or MMC by attending. Qualifies for points at a rate of 1 point per 2 in-class contact hours.

Illinois Municipal Retirement Fund (IMRF): What Clerks Need to Know
Stay current on key changes and requirements related to IMRF in this timely session designed specifically for municipal clerks. Clerks will gain practical guidance on maintaining compliance, supporting employee questions, and fulfilling employer responsibilities. From recent legislative changes to evolving best practices, clerks will receive practical guidance on topics such as public records, open meetings, ethics compliance and administrative procedures. Designed to support municipal clerks' knowledge and compliance, this session offers tools to navigate complex legal requirements, addresses potential conflicts and responds to shifting governance expectations with confidence and accuracy.

Illinois Municipal League (IML) Update
Stay informed on the latest legislative and policy developments impacting municipalities across Illinois. This session, presented by a representative from the Illinois Municipal League, is tailored specifically for municipal clerks and will provide a timely update on state legislation, regulatory changes and key issues affecting local government operations. Participants will gain insights into how recent state actions influence municipal responsibilities, funding, compliance and administrative procedures. The session will also highlight resources available through IML to support the essential work of municipal clerks in navigating ongoing changes in the local government landscape.

Leading in Difficult Political Environments
Using video from real-life board meetings, case studies, interactive exercises and group discussion, this workshop explores the challenges faced by local government leaders when politics reach breaking point, and dysfunction reigns. It examines the personal and organizational impacts of deep and protracted conflict, and in particular it addresses the effect of conflict on leaders when they become the focus of attacks. Learn how to recognize the warning signs of community unrest, gain insight into the leader’s unique role, examine personal and organizational costs, discuss social media’s role and put the “fun” back in dysfunctional. Craig draws on his unique experiences in the national spotlight working for a celebrity mayor who became governor.

Media Training: Communicating with Confidence & Clarity
As a municipal clerk, you are often the public face of your local government. This engaging session will equip you with the skills and strategies needed to handle media interactions with professionalism and confidence. Learn what makes news, how to shape public perception and how to use bridging and flagging techniques to stay on message. Discover when to take a proactive communication approach and when a reactive response is more appropriate—along with tips for crafting strong standby statements. You’ll also explore best practices for preparing quotable messages, engaging effectively with reporters and maintaining composure during high-pressure situations. Through hands-on exercises and real-world scenarios, you’ll leave with practical tools to represent your municipality clearly, consistently and credibly.

Important information to consider before you register for Illinois Master Academy.
Attendance
Participants must attend all sessions and actively engage. Participants who miss 25% or more of a session and/or do not complete the associated assessments will not receive credit for the session.
Cancellation Policy
Cancellations are permitted until two weeks prior to the institute or September 21. Cancellations after September 21 receive a 50% refund. All such request for refunds must be submitted in writing to outreachgovt@uwgb.edu on behalf of the MCI Training Institute Committee Chair. No-shows will not receive a refund. It is important to note that numerous contractual obligations are incurred long before the event with financial commitments to expenditures that may not be refundable to the university. If you cancel, you will not receive academy handouts.
