How to Apply
International students must submit the Universities of Wisconsin Application, along with required documents, including transcripts, proof of English proficiency and financial statements.
1Complete Your Application
Submit the application through the Universities of Wisconsin Admission Pathway Portal and list all educational institutions you’ve attended, including secondary (high school) and post-secondary (college/university), whether or not you completed a program.
2Submit Academic Records
We require your official academic records to make an admission decision. Please follow the guidelines below for submitting these documents.
First-Year Students
Official secondary school transcript, official diploma or examination results in English are required for admission. If these documents are not in English, a certified English translation is needed, accompanied by the original.
Transfer students:
If you’ve attended a university or other post-secondary institution outside the United States, you must submit a course-by-course evaluation from a NACES-approved credential evaluation service.
3English Proficiency
International students applying to UW-Green Bay are required to submit an English proficiency test score. You have a number of options for the scores you can provide. Your score will not be accepted if it is more than two years old. You must submit one of the following tests:
- ACT - combined score of 34 for the ACT English + Reading sub scores, with no individual score below 17. Your test score should be sent directly to UW-Green Bay from ACT.
- Duolingo - minimum score of 95. You must request that Duolingo share the test score with UW-Green Bay so it can be verified online.
- International English Language Testing System (IELTS) - minimum score of 6.0. You must request that IELTS share the test score with UW-Green Bay so it can be verified online.
- International General Certificate of Secondary Education (IGCSE) - 5 scores of C or higher are needed from either Cambridge, EDEXCEL, or AQA. Your test score should be sent directly to UW-Green Bay from the testing organization.
- Michigan English Test (MET) - minimum score of 53. You must request that MET share the test score with UW-Green Bay so it can be verified online.
- SAT - minimum score of 480 on the Evidence based Reading and Writing (ERW) section of the test. Your test score should be sent directly to UW-Green Bay from College Board.
- Test of English as a Foreign Language (TOEFL) - minimum score of 71 iBT (for exams taken before January 21, 2026). TOEFL tests taken on or after January 21, 2026 need a minimum score of 4.0 iBT. Your test score should be sent directly to UW-Green Bay from TOEFL. The institution code for the TOEFL is 1859.
- Wisconsin ESL Institute (WESLI) - recommendation of 600 Level (B or better) for full admission.
4 years at a U.S. High School
If you have completed four years of secondary school in the United States, you will still be required to submit a demonstration of English proficiency in the form of either an ACT or SAT score. Please note that score reports for the ACT must include the Composite score as well as the individual section scores. Score reports for the SAT must include the total score, section scores, and the individual test scores.
Transferring from a U.S. Institution
If you are transferring from a college or university located in the United States, you may have your English proficiency requirement waived after earning 15 or more transferable credits and a cumulative GPA of 2.5 or higher. The requirement is waived upon receipt of an official transcript from the college or university and following a review of the work to confirm the number of credits completed and cumulative GPA earned.
Exemptions
An applicant does not need to submit English proficiency test scores if they meet either of the following conditions:
- Post-secondary Degree from the U.S. or select countries If the applicant has completed a post-secondary degree in the United States, or in one of the countries listed below, the English proficiency requirement is waived.
- Citizenship from Select Countries Applicants who hold citizenship from one of the following countries are exempt from providing English proficiency test scores:
- Anguilla
- Antigua & Barbuda
- Australia
- Bahamas
- Barbados
- Belize
- Canada (all provinces, except Quebec)
- Fiji
- Ghana
- Grenada
- Guyana
- Ireland
- Jamaica
- Kenya
- Liberia
- New Zealand

Financial Requirements
After acceptance, all degree-seeking international students must pay the International Student Processing Fee ($50.00). This fee pays for the support students require before they arrive on campus. Upon receiving your processing fee, we can begin the next steps to your enrollment, including issuing your I-20, sending orientation information, and assigning you an academic advisor.
International students are required to provide proof of adequate funding for studying at UW-Green Bay. To complete this process and receive your Form I-20 (necessary for F-1 student visa), please submit the following:
- A Copy of Passport Photo ID Page
- Bank Statement/Letter demonstrating sufficient funds to study at UW-Green Bay
- Financial Support Statement (PDF)- must be filled out and signed
