What is Capital Planning?

Capital planning is the long-term process of identifying, prioritizing and funding major physical improvements across campus. These projects often include new construction, renovations, infrastructure upgrades, and site development. Capital planning ensures that UW-Green Bay’s facilities align with our strategic goals and meet the evolving needs of students, faculty, staff and the broader community. 

Capital Planning Process

UW-Green Bay follows a structured capital planning process in coordination with the University of Wisconsin System and the State of Wisconsin’s Division of Facilities Development (DFD). Here's how it works:

1. Campus Needs Assessment

Facilities Planning collaborates with academic and administrative units to identify space, infrastructure, and programmatic needs.

2. Project Proposal Development

Departments submit project ideas, which are evaluated based on strategic alignment, urgency, and feasibility.

3. Six-Year Capital Plan

UW-Green Bay compiles prioritized projects into a Six-Year Capital Development Plan (CDP), updated biennially. The CDP is submitted to UW System Administration for review and inclusion in the system-wide capital budget. Each UW campus develops a Six-Year Capital Plan outlining its top priorities for construction and renovation. These plans are updated every two years and submitted to the UW System Administration.

4. State Review & Approval

UW System Administration reviews all campus plans and compiles them into a System-wide Capital Budget Request. This request is submitted to the State of Wisconsin Division of Facilities Development (DFD) and the Board of Regents to review and approve projects for funding and implementation.

5. Design & Construction

Approved projects move into design and construction phases, managed in partnership with DFD and external consultants.

6. Ongoing Evaluation

Facilities Planning monitors project progress and updates stakeholders throughout the lifecycle of each initiative.
