Dr. Helpap’s current research focuses on the management practices of local governments, with a particular emphasis on budgeting and the provision of public goods. Other research interests include rural politics and management, public policy making at the state and local levels, intergovernmental relations, and urban politics. His recent work has appeared in State and Local Government Review, the International Journal of Public Administration, and Public Administration Quarterly.
