If you’re committed to public service, leadership, research and evidence-based policymaking our fellowship might be for you. If selected, you’ll join a cohort of current and emerging leaders who share a dedication to strengthening and improving their communities through effective administration. The deadline to apply is April 15, 2026.

Yearly Stipend

For the full academic year, you can earn a stipend of $13,453.

In-State Tuition

Enjoy Wisconsin in-state tuition rates for non-resident and Midwest Exchange students in the fellowship.

Short-Term Benefits Eligibility

You may be eligible for certain benefits, like a health plan and paid time off.

Eligibility

In order to be eligible for the fellowship, you must:

  • Be admitted to the MPA program at UW-Green Bay
  • Submit a fellowship-specific application essay by April 15, 2026 (see below)
  • Maintain a GPA of 3.0 during the duration of the fellowship period

How to Apply

Submit a 500-600 word fellowship application essay to Professor David Helpap by April 15, 2026. Your academic performance and applied experience will be obtained through your MPA program application. The essay should follow this prompt:


Public administrators play a critical role in shaping policies, delivering public services, and promoting equity and accountability in government and nonprofit organizations. Describe a public service challenge that you are passionate about addressing. In your response, please:

  • Explain why this issue matters to you and its significance to your community or society more broadly.
  • Discuss how your academic background, professional experience, and personal values have prepared you to contribute to solving this challenge.
  • Outline how earning a Master of Public Administration and receiving this fellowship will help you achieve your goals and create meaningful impact.

Overall, the essay should demonstrate a clear understanding of public administration principles, commitment to public service and ethical leadership and strong writing skills and the ability to articulate a vision for change.
