Youth Protection
Protecting minors on campus is not just a good idea; it’s a requirement of Wi. Stat. 48.981, The Clery Act and the Universities of Wisconsin Policy 625 Youth Protection and Compliance.
Staff and volunteers engaging in activities with minors must follow certain guidelines. All youth activities require event planning, screening and training of staff and volunteers, gathering participant forms and adhering to activity operational requirements.
How to Plan a Youth Event
The Program or Camp Director must ensure all staff and volunteers comply with youth requirements prior to the first day of the activity.
- Register the program with Pre-College Liaison.
- Reserve facilities as needed.
- Review the Pre-Camp Service-Agreement for planning.
- Complete Criminal Background Checks for staff/volunteers.
- Complete assigned youth protection training within VolunteerMatters portal, including Staff Conduct & Safety and CPR Certification.
- Confirm supervision ratios are met per the Minor Protection and Adult Leadership Policy.
- Complete participant registration, including health profile and parent/guardian release.
Consult the Campus and Youth Programs office.
Operational Requirements During a Youth Activity
During a youth activity, staff and volunteers must adhere to the Camp Operations Guide to be compliant with University policy and other state license requirements. Staff are responsible to:
- Complete check in and check out of all youth participants
- Provide an onsite first aid kit and document medication dispensing
- Identify a staff member in the supervision ratio who is CPR certified (unless event hosts a medical provider per DCF 252.44.6(b)).
- Provide non-emergency transportation to a local healthcare facility if needed during daytime sessions.
- Report all incidents (behavior, medical and/or Title IX) using the Reporting Form or Title IX Employee Making a Report
- Establish protocols for safety, like a tornado warning or lost camper
Third-Party Groups & Schools
Third parties who want to hold youth programs to our campus must sign a standard Facility Use Agreement (or Memorandum of Understanding) that includes the policy requirements.
UW-Green Bay has enacted Active School District Agreements (.xlsx) with various local schools to ensure youth protection is met during the educational field trips to our campus. For schools not on the list below, contact the Pre-College Liaison at maines@uwgb.edu.
Incident Reporting
Report all incidents that are not a mandated reporter event using the Incident Reporting Form and any Title IX incidents using the Employee Making a Report form.
Mandated Reporting
Report all incidents with minors immediately to the Program Facilitator and University Police at 920-465-3200. All staff or volunteers of a Covered Activity must comply with obligations within this section and Executive Order 54. Incidents include, but are not limited to:
- prohibited conduct that have been observed or disclosed
- serious physical harm requiring professional medical attention
- suspicious or observed inappropriate behaviors by either an adult or youth participant
- any suspected physical abuse, neglect or sexual abuse of a minor
- sexual assault and/or misconduct of a minor must be immediately documented and escalated to the institution’s Title IX coordinator at 920-465-2210
- illegal or unauthorized drug use
- lost participant
- behavior issues or accidents not involving physical harm
All employees who will be present during the Covered Activity have been advised of their obligations to report an incident or threat of child abuse or neglect, or learn of an incident or threat of child abuse or neglect.
Prohibited Conduct
Prohibited Conduct is considered any conduct according to University’s Title IX | Compliance & Integrity (wisconsin.edu). Exceptions may occur where a familial relationship exists, and in emergency situations. Prohibited behavior includes:
- Conduct that violates the law.
- Conduct that violates UW System policies or is outside UW-Green Bay Harassment and Discrimination Policy.
- Actions that are found to constitute bullying or grooming.
- Infringement on privacy of youth in situations where they are using restroom facilities, changing clothes or taking showers except in situations where health and safety are required.
- Sharing a bed or sleeping bag with a youth participant nor shower, bathe or undress with or in the presence of a minor.
- Never be with a minor in a one on one setting.
- Exception is when Designated Individuals may have one-on-one in an instruction, if activity is observable and interruptible.
- If accompanying a single child to a restroom, check first for suspicious activity in the restroom, then exit and permit the child to use the restroom alone.
- Do not use a youth participant’s room, bathroom facility or similar area without another Designated Individual in attendance except in emergency situations.
- Inappropriate use of cameras, imaging or digital devices are prohibited. Use of such devices capable of recording or transmitting visual images in shower houses, restrooms or other areas where privacy is expected by participants is prohibited and may be subject to search if suspected prohibited conduct activity occurs.
- Consumption of alcoholic beverages or any non-prescribed controlled substance specified on the premises of the program, or be under the influence of the same during the program’s hours of operation.
- Any conduct that is outside of NCAA Recruitment Compliance and any other relevant governing bodies for recruitment activities.
Safety Plan
If incidents relating to prohibited conduct, mandating reporting and other incident activity protocols occur, you must adhere to protocol for emergency situations. All staff, agents or employees participating in this event will be trained on the requirements established herein. Volunteer, Staff or Employees
- Contact 911 for serious events; contact 920-465-2300 any other incident
- Report to Program Facilitator and University Sponsor
- Stay with participant(s) until help arrives or shelter in place/evacuate participant(s) to identified staging area
- Do not move participants unless there is fire, danger of fire or explosion, danger of asphyxia due to lack of oxygen, risk of drowning, risk of traffic hazards, exposure to cold or intense heat, possibility of injury from collapsing walls or buildings or electrical injury
- Fill out Incident Report
Program Facilitator
- Contact 911 if it's an emergency
- Contact parent or legal guardian
- Contact Counseling Center for suicide or identified EO 54 reporting requirements
- Other authorities as required, and/or Program Sponsor
- Document event on Incident Log
