The Rising Phoenix Early College High School Program is a transformative partnership between Green Bay Area Public Schools and UW-Green Bay—redefining what’s possible for high school students. Through dual enrollment, personalized student success coaching and a rigorous academic pathway, students can earn both a high school diploma and an Associate of Arts and Sciences degree—all by the end of their senior year.

Flexible schedules will be tailored to each student—supporting extracurriculars while taking college courses at student's high school, online or UW-Green Bay, subject to campus proximity.

Who is Eligible

Students apply as high school sophomores and are enrolled in the program as juniors and seniors.

UW-Green Bay uses a holistic admissions process, looking for students who show maturity, academic readiness and a drive to succeed. Rising Phoenix is designed to support students traditionally underrepresented in college. All other admissible students will be offered an opportunity to participate at a discounted tuition rate.

Students must meet the following requirements:

  • Currently enrolled in 10th Grade at a high school in the Green Bay Area Public School District
  • 3.0 cumulative GPA or above encouraged, however, a 2.75-2.99 GPA will also be considered. Ensure essay and teacher/counselor recommendations address GPA.
  • Demonstration of college readiness evidenced through student essay, transcript strong school attendance and two (2) recommendations

A Two-Step Student Process

There are two steps required by students for each Rising Phoenix application. These can be accomplished in any order. Once either of these steps is completed, we will start an application file for you and will be in touch with updates.

Complete Student Application

An essay, student and parent/guardian expectations and FERPA forms will be required as part of your online application, which will be linkable below when available. To prepare for the essay, we provide a list of essay questions (download Word document).

Request Two Teacher Recommendations

At least one of the recommendations need to be from a core subject area teacher, such as English, math, science or social studies. Please share the recommendation link with your teachers, when available. 

Transcript & Attendance Records

Student transcript and attendance records will be requested on student's behalf by the Rising Phoenix team once we have your student application on file, which includes a FERPA release with your school district. 

Cost Pathway

Self-Pay

All costs outside of what the school district covers through ECCP and what is available in the high school are the responsibility of the student and family.

Projected Cost per Credit 

Rising Phoenix students may take a variety of courses at a reduced tuition rate through UW-Green Bay in pursuit of the Associate of Arts and Sciences (AAS) degree, which requires 60 credits. Students may also be able to take dual credit courses through other colleges at their high school that will transfer to UW-Green Bay. Through the ECCP program, their school district will cover the costs for the first 18 credits. The remaining ECCP credits will be the responsibility of students and their families. Students average 12-15 credits during fall and spring, 3 credits in January interim and 3-6 credits in summer.

*Additional costs: In addition to the cost per credit, students will be responsible for textbooks and course materials after their district covers the first 18 ECCP credits (approx. $600-$800 per year for a full-time student), student ID ($15), parking permit for Green Bay campus ($110 per semester) and ordering official college transcripts ($15 per transcript).

Projected Savings

This opportunity saves families over $10,000 in tuition, thanks to discounted rates during high school, 18 ECCP credits covered by the school district and free college coursework available at the high school.
