Dr. Higgins is an Associate Professor of Social Work at UW-Green Bay. She received a PhD in Social Welfare from the University of Kansas, an MSW from the University of Wisconsin-Madison, and a BSW from the University of Wisconsin-Green Bay.

Dr. Higgins’ retired from the Social Work Department in 2020 and was granted emeritus status the following year. She continues to assist the Social Work department in coordinating a student exchange program with the University of Gothenburg in Gothenburg, Sweden. During a sabbatical, she conducted a study in Gothenburg, Sweden exploring the social welfare state and interviewed public sector social workers with regard to social provisions embedded in government social policy. It is from that study and the relationships she developed that the MSW Program’s student exchange partnership evolved.

Dr. Higgins has participated in a number of national efforts to promote aging in social work education and is a strong proponent of social justice with respect to social policy and preserving the social safety net, and promoting programs and services to serve the common good.
