The Rising Phoenix Early College High School Program is a transformative partnership between families and UW-Green Bay—redefining what’s possible for high school students. Through dual enrollment, personalized student success coaching and a rigorous academic pathway, students can earn both a high school diploma and an Associate of Arts and Sciences degree—all by the end of their senior year.

Who is Eligible
Apply as a sophomore. Enroll junior and senior year. UW-Green Bay uses a holistic admissions process, looking for students who show maturity, academic readiness and a drive to succeed. Rising Phoenix is designed to support students traditionally underrepresented in college.
Students must meet the following requirements:
- Classified as a student in the 10th grade (15 or 16 years old at the time of application)
- 3.0 cumulative GPA or above encouraged, however, a 2.75-2.99 GPA will also be considered. Ensure essay and teacher/counselor recommendations address GPA.
- Demonstration of college readiness evidenced through student essay, transcript, strong school attendance and two (2) recommendations

There are two steps required by students for each Rising Phoenix application. These can be accomplished in any order. Once either of these steps is completed, we will start an application file for you and will be in touch with updates.

Complete Student Application with Essay
Your online application will require an essay, along with signatures from both the student and a parent or guardian. To prepare for the essay, we provide a list of essay questions.

Request Two Recommendations
Two recommendations are required from professionals who can speak to your academics and potential for success in this program. Please share the recommendation link below with the individuals that you have asked to serve as a reference for you. Their completed responses will be sent directly to our review team.
Transcript & Engagement Records
Please email these records to risingphoenix@uwgb.edu. Given homeschool students may not have a school attendance record, please share an engagement record to share information about your involvement in extracurriculars, volunteering, and/or any other opportunities that demonstrate your engagement in your education.
Cost PathwayS
No Cost Pathway
Students may register with Elkhorn Area School District Options Virtual Charter School and participate in the program AT NO COST. All costs for the Rising Phoenix Program will be covered by the school district. In this case, students will no longer be considered homeschool students. If you are interested in this pathway, please start by contact Becca Kunitomo to discuss open enrolling into the district and OVCS. Then, you will follow the steps on the OVCS webpage linked above.

Self-Pay Pathway
Admissible students may access the degree opportunity at the discounted tuition rate of $200/credit through our Dual Enrollment Access Academy option (fully online) and in-person or online options at the regular tuition rate. Students will retain their homeschool status in this pathway. All costs are the responsibility of the student and family.
Projected Cost per Credit
Rising Phoenix students may take a variety of courses at a reduced tuition rate through UW-Green Bay in pursuit of the Associate of Arts and Sciences (AAS) degree, which requires 60 credits. Students average 12-15 credits during fall and spring, 3 credits in January interim and 3-6 credits in summer.
Dual Enrollment Access Academy (Academy)
$200.00 per credit*
The Academy offers concurrent enrollment in online courses taught by UW-Green Bay instructors, open only to high school students. This would be the most affordable option for homeschool families that are not interested in enrolling with a school district. Course examples can be found on the Academy website. This option will be a more prescriptive path, with less course options available each semester for each requirement. Students do not have to be in the Rising Phoenix Program to take Academy courses.
Regular Tuition
Associate or two-year cost per credit depends on campus location and course level
Homeschool students may take regular tuition rate classes with UW-Green Bay. Classes may be offered in multiple modalities, including on campus, online, virtual and hybrid. Course examples may be searched in our schedule of classes.
This option is only available if a student is enrolled with a school district. It is a state-legislated program that covers 18 credits per approved student. Students take UW-Green Bay courses on campus or online with other college students. The school may apply for a 25% reimbursement from the state.
College Credit in High School (CCIHS)
$110.00 per credit*
This option is only available if a student is enrolled with a school district that offers these courses. Courses taught at a high school by high school teachers approved as UW-Green Bay instructors offer concurrent enrollment for students. Not available at all high schools. Not a likely option for homeschool families unless they opt to enroll with a particular school that offers CCIHS.
* Cost per credit based on the 25-26 school year. In addition to the cost per credit, students will be responsible for the additional cost of textbooks and course materials (approx. $600-$800 per year for a full-time student), student ID ($15), parking permit for Green Bay campus ($110 per semester) and ordering official college transcripts ($15 per transcript).
