Ongoing Programs

Ongoing/Permanently offered study abroad programs are defined as programs available to students on a regularly scheduled, reoccurring basis through partnership with foreign institutions. Ongoing programs are most commonly structured as exchanges or direct enroll programs.

Ongoing study abroad programs can be established in most countries throughout the world; however, UW-Green Bay prohibits University sponsored travel to areas specifically mentioned by U.S. State Department Travel Warnings. This document articulates the institutional steps necessary to request the establishment of an ongoing/permanently offered study abroad program.

In general, proposals originate with a UW-Green Bay faculty member or academic program; however all proposals must be approved by a faculty member’s interdisciplinary budget unit and dean before it can be reviewed by the Associate Provost for Academic Affairs prior to final approval by the Provost and Vice Chancellor for Academic Affairs. Content of Proposal

A UW-Green Bay faculty member or other individual who would like to establish an ongoing/permanently offered study abroad program should prepare a brief proposal (3-4 pages) that includes the following information:

  • An explanation of how the proposed program and the foreign institution/partner provide educational opportunities that support the Mission of UW-Green Bay.
  • A description of how the curricula of the program and/or foreign institution could be applied to UW-Green Bay academic programs. Include in this section specific examples of how coursework completed at the host institution may be evaluated for academic credit at UW-Green Bay.
  • An estimate of the number and types of UW-Green Bay students and faculty that would be most likely to participate in this program annually. If an exchange, the proposal should consider whether or not a balanced exchange is likely to be ongoing
  • The proposal should indicate what prerequisite requirements/knowledge would be necessary for UW-Green Bay students to help ensure a positive, and productive, experience (e.g., fluency in a language other than English).
  • Identify one or more academic program advisors (faculty members) who will be responsible for advising students participating in this program, assist with credit evaluation upon students’ return, and assisting the Office of International Education in the periodic evaluation and assessment of the program, if established.
  • Identify a staff member of the foreign institution who will be the initial contact person and who will assist UW-Green Bay in determining the viability of the program.

Approval and Implementation of Program

  1. The faculty member or other individual completes the proposal and submits it to her/his budgetary unit chair 20 months prior to the planned implementation.
  2. The interdisciplinary budget unit reviews the proposal and, if supported by the unit, forwards it to the appropriate dean(s). Proposals that are not supported by the interdisciplinary budget unit are returned to the faculty proposer and the process ends.
  3. The dean(s) review(s) the proposal and, if supported, forward(s) it to the Associate Provost for Academic Affairs. Proposals that are not supported by the dean(s) are returned to the faculty proposer and the process ends.
  4. Proposals receiving a positive recommendation from the Dean are forwarded to the Associate Provost for Academic Affairs for follow up and possible implementation. The Associate Provost will review the proposal, consult with the Director of International Education, and determine if a site visit is warranted. o Note: A site visit is used to evaluate academic programs and identify potential health and safety concerns for future participants. The evaluation team for this visit will include at least two members including the Director of the Office of International Education (or designee). During the site visit, the UW-Green Bay representatives will assess safety and meet staff from the foreign institution, discuss and visit students'' housing, library facilities, and collect any pertinent materials. Site visits will comply with the UW-System General Policy for Travel.
  5. After the site visit (if needed), the delegation will consult with the Associate Provost for Academic Affairs, and provide a recommendation about whether the proposed program should be further developed. If the Associate Provost determines the program should be developed further, he/she will consult with the Provost and Vice Chancellor for Academic Affairs. The Provost and Vice Chancellor will make final approval or disapproval decisions. The Provost and Vice Chancellor will also determine the appropriateness of an invitation to their counterparts in the foreign institution for the formal signing of an agreement.
  6. Once the agreement is finalized, all support activities associated with the program will be coordinated by the Office of International Education.

Submission Deadlines

Proposals must be submitted to the Associate Provost for Academic Affairs by the appropriate Dean at least 20 months prior to proposed implementation due to the length of time needed to complete the steps detailed above (examples below).
