David Outcalt served as chancellor from September 1986 through 1993, when he resigned the chancellorship and joined the Business Administration faculty full time as a professor. He was named Philip J. and Elizabeth B. Hendrickson Professor for Business in 1994. He was the first recipient of the named Hendrickson professorship. Outcalt retired in early January 1998, and was awarded the title chancellor emeritus.

At UW-Green Bay:

Outcalt led strategic planning to develop long-range plans for the future of UW-Green Bay. He worked to address the impacts on UW-Green Bay of state-imposed enrollment caps that had been instituted in response to shrinking resources. He made efforts to enhance recruitment and retention of qualified students through good relationships with secondary schools, facilitating transfer from other institutions, and construction of six new student residence halls. Outcalt oversaw the funding, approval process, construction and initial operation of the $17.5-million for the Weidner.

He also oversaw construction of a $4.6-million addition to the University Union, an improvement that enhanced student and campus life. He supported international education by naming a director for international education, negotiating new student and faculty exchange agreements with institutions abroad, and strengthening existing agreements.

Outcalt’s interests included economic development around the globe and locally, distance education, and international education. He traveled widely on behalf of those interests.

Outcalt was active with the International Association of University Presidents and the American Association of State Colleges and Universities. He served on visitation teams for the Northwest Association of Schools and Colleges and for the North Central Association, two organizations responsible for accrediting colleges and universities. He was president of the Mid-Continent Conference in 1990-91, and was named a Peer Review Team member and chair of the National Collegiate Athletic Association in 1994.

Locally, Outcalt was active with the Green Bay Area Chamber of Commerce, serving on its board of directors, various committees, Technology Council, and Advance board. He was president of Brown County Industrial Development Corp., which made efforts to launch a technology park near the University. He also was active with the Green Bay Symphony Orchestra, Bay-Lakes Council, Boy Scouts of America, and other community organizations.

Education:

Three degrees in mathematics–B.A from Pomona College, M.A. from Claremont Graduate School, Ph.D. from The Ohio State University.

Prior to joining UW-Green Bay:

Outcalt taught mathematics at Claremont McKenna College, the University of California, Santa Barbara, and the University of Alaska, Anchorage. He was a professor at Anchorage when he was selected to be chancellor of that institution in 1981.
